This was my response:

Laws must be pragmatic and in the bigger interest of society.
Some countries can decide that an institution cannot perform surgery if there is no doctor anaesthetist (anaesthesiologist). They can do this because they have trained enough doctor anaesthetists. Can we follow them blindly in Ghana?
How many doctor anaesthetists are in Ghana? What will such a law in Ghana lead to? Many deaths just to protect the ego of a few.

This brings to mind the decision by the Faculty of Obstetrics and Gynaecology in the Ghana College of Surgeons that Members of the College cannot train Residents. Only Fellows can train Residents.
Now there are very few places outside Accra and Kumasi where Residents can have their district rotation because there are few Fellows outside Accra and Kumasi. Residents are begging to come to Battor through the back door but Battor has no Fellows.

Laws must be made with the whole society in mind, not just part of the society, in our case not just with Accra and Kumasi in mind.

    So who is a “registered medical practitioner” … does that refer to only doctors?
